being right in the middle of Brooklyn.”
The foreman from another job in New Jersey called Emanuel
one morning to report shallow refusals during ground improvement
work. It was unclear whether the problem was being caused
by an obstruction or very dense natural soil.
“After a quick review of the borings, I made the decision that
the depth of the refusal was suspect and additional field exploration
was warranted,” said Emanuel. “The foreman and I agreed to
relocate the installation operation to the opposite side of the job
site, away from the obstruction, and I asked the general contractor
