Resolutions from KAP’s summer
advisory council meeting

on behalf of farmers on these three major policy issues – equitable
education funding for Manitoba’s children, effective climate
change programming, and enhanced infrastructure spending.
A survey focused on these three key issues was also delivered
to the four major parties and responses were shared on the
KAP website and on social media.
Addressing the lack of feed for cattle producers
KAP and the Manitoba Beef Producers (MBP) partnered to
urge farmers across the province to list available hay, straw,
and alternative feeds for producers who are short of feed. This
call comes amid reports that hay and forage yields were far
below what was expected due to dry conditions. KAP and MBP
have developed a fact sheet outlining several different options
farmers have for selling and purchasing feed, available both
on KAP’s website: www.kap.ca/news-media/page/1, and on
social media.
Meeting with Canada’s agriculture ministers
KAP’s executive members attended the federal-provincialterritorial
meeting of Canada’s agriculture ministers in Quebec
City in July. The AgGrowth Coalition, made up of farmers and
farm groups from across the country, called on the ministers
to improve AgriStability immediately so that adjustments to
cover losses will start at 85 per cent of historical reference
margins, with no reference margin limits.
The coalition also called for prioritized discussions on
production insurance for livestock and horticulture crops,
which are not currently covered under AgriInsurance, as
well as discussions on business risk management (BRM)
programming options to be made meaningful and focused
on program effectiveness rather than funding levels. It also
asked for the establishment of an industry-government technical
working group that allows farm groups to actively participate
in BRM data and impact analysis.
KAP president Bill Campbell addressed the meeting and
spoke about the impacts felt on his farm given trade issues
with other countries.
Developing seed royalty survey for producers
KAP has partnered with the Agricultural Producers of
Saskatchewan and the Alberta Federation of Agriculture to
conduct a survey of producers on seed royalties. Given that
the federal government’s consultations were put on hold in the
lead-up to the federal election, the three groups want to hear
more from producers on the proposed changes before consultations
