success we marched to the ICC hearings in Louisville knowing that
our hearts were pure and our cause was just.
Little did we know how little we knew. The ICC hearing committee
consists of 14 members. They are a mixture of engineers,
architects, and building officials from across the country. The ICC
is an impressive organization. The office staff is helpful, and the 14
voting members are all very knowledgeable.
When we initially revised the code, we rewrote many sections
so that the responsibility was shifted from the Building Official
to the Registered Design Professional to help those Building
Professionals. But, hey, that is not who the Building Officials want
in charge – they want to be in charge.
All of our most important changes were defeated in Louisville.
A few of our minor revisions passed (see Figures 1, 2 and 3).
We then revised the 14 most important ones and submitted
these in the fall of 2019 in Kansas City. Garland Likins, Dan
Stevenson, and I presented these. An ICC member who voted
against us in Louisville even stood up and supported the revisions.
Twelve of the 14 passed by more than the required two-thirds
majority of the room filled with building officials. How neat was
that? The “Three Musketeers” prevailed!
But not so fast: The thrill of victory. The agony of defeat. There
also followed an online voting during the next month. This new
development allowed building officials who were not in Kansas
City and had not heard our rationale for the revisions to vote. Well,
all 12 were voted down.
